In a small bowl, whisk together oyster sauce, sweet soy sauce, sambal, hoisin, rice vinegar, honey, and water. Set aside.
Chop all vegetables and set aside. Mince garlic and ginger and keep them separate so they’re ready to go.
Heat a large skillet over medium-high heat with a little oil. Add zucchini, bell pepper, and celery. Sauté until lightly browned but still crisp. Do not overcook. Remove from the pan and set aside.
Add a little more oil to the pan if needed. Add diced onion and cook until slightly softened. Push to the side of the pan.
Add ground beef and let it cook undisturbed for 2–3 minutes to develop browning. Break it up and continue cooking until fully cooked.
Add garlic and ginger to the pan and cook for about 30 seconds, until fragrant.
Drain off excess fat.
Add the cooked vegetables back into the pan. Pour in the sauce and toss everything together until evenly coated and glossy.
